A civil society requires that every woman, every man, has a minimum guaranteed job. The ideal, right ambit where to offer this right is the Public Employment. A public job cannot be given for life because a public resource can only be participated, not owned. And in fact the Administrative and Judicial Power (given trough the public employment) can not be a prerogative of a minority that just so becomes a tyrannical caste.
Let us then make democratic the Public Employment assigning it only PRO TEMPORE: we will have a real State of Democracy and that is why we will have, together with other fundamental rights today negated, also a guaranteed minimum job.
Let us well understand, deeply develop and spread anywhere this concept ... and we all will benefit of a Public Employment Bank where we can reserve an assignment according to our desires and skills.
