How to Build a True Democracy and Republic. Instead of Trying to Make a Tyranny Work

Introduction Lifetime employment in the public sector is a practice rooted in pre-democratic eras, when power was the prerogative of a closed caste, enabling the central authority to dispose of it at will in order to impose its diktat upon the People. This practice has survived to the present day due to generations of politicians who themselves were determined to perpetuate their own power indefinitely. Continuously re-elected rulers and publicly employed lifelong officials alike have prevented the emergence of the implicit nature of co-ownership inherent in every public role—a role which cannot be assigned and enjoyed permanently without being reduced to res privata, barred to others, thereby imposing a definitive loss upon contemporaries. Such a system has denied many, with equal rights and professional qualifications, the possibility of participating in the management of common goods. The result is that closed, immutable, rigid, oppressive system which has always been endured—a system that ceases to consider facts on their own merits but blindly fulfills the will of categories and groups functional to it, and because of this fails to properly address the subtle necessities of life and to adapt to its continuous changes. This inadequacy leads to prolonged frustrations and ultimately to violent reactions. Inefficiency, inequality, and despotism breed resentment toward institutions and distrust in "democracy"—which, however, remains impeded by the ancient practice of the permanent possession of power. (1) The Vision of the Public Jobs Bank (PJB) To abandon the incongruities and incapacities inherited from a bygone tyrannical era, and to erect a true Republic from which alone a real Democracy can spring forth, the Public Jobs Bank (PJB) project was born. This is an Institution of fundamental importance as it enables the interchange between People and Institutions: a vital process of osmosis (with every public position being regularly redistributed to ensure orderly and continuous renewal of personnel) through a digital platform. The PJB transforms the closed, rigid bureaucratic system into an open, fluid one, yielding adaptive and proactive outcomes. Objectives of the PJB: - Redistribution of public roles, based on requests for participation, with selections according to competence, preparation, and personal suitability, and for the full satisfaction of collective needs. - Broad participation in the management of the common good, implementing an alternation that conveys the sense of community—a Society in the fullest sense—with consequent development of everyone's responsibility; this succession nourishes, cleanses, and regenerates public structures, freeing them from deposits, imbalances, and impurities. - Adaptability and functionality of the public sector, with genuine, prompt responses to errors, crises, and economic and social changes, both internal and global, with wide diffusion of experiences, knowledge, and wisdom—to the benefit of both the central structure and every other part and sector within Society. Conceptual Foundation of the PJB The idea of the PJB rests upon a solid philosophical foundation (never translated into legal terms by politicians and bureaucrats, due to their pathological attachment to career and power, and the blindness imposed by their interests) anchored in the intrinsic principle of co-ownership of the Res Publica by citizens. Every public position, being part of it, cannot be permanently assigned to a minority, depriving others of the possibility of access. A system that treats public goods as if they were private property violates the very principle of the Republic and blocks the path to Democracy. The PJB eliminates this anomaly, affirming the inescapable public nature of all central roles. (2) The PJB Managed by a Decentralized Autonomous Organization (DAO) To realize this vision (nearly eighty years after the proclamation of our sacred Italian Republic), the creation of a PJB prototype is proposed. This will be developed by a new Entity, founded on the model known as the Decentralized Autonomous Organization (DAO). This is not only due to the current non-correspondence of "public" structures to the republican principle, but also to maintain the PJB's independence in the future. This approach, while possible in the past as well, can today make easy use of modern technologies such as blockchain and tokenization, as well as the tools of Universal Intelligence. The whole is configured as follows: - Democratic Management: decisions are made following the Patchwork Model (PM), a protocol of incremental dynamic deliberation. Unlike classical deliberative systems, with pure binary voting (Yes/No) tied to a group, the PM operates as an evolutionary process among individuals with intermediate steps, where different positions confront and integrate with one another to refine the quality of the final decision. The PM transforms decision-making from a crude frontal clash into a fine process of weaving. (*) - Resource Dynamics: digital contracts document the assignment of public roles. Procedural memory is preserved, transferring the task of system purpose and stability from individuals to processes. The management of public recruitment is thus removed from the arbitrariness of bureaucracy, as well as of politics (which must attend to other matters), entrusted to the direct responsibility of prepared Citizens who, within the DAO (itself a res publica), regularly succeed one another in a climate of fraternity. - Economic and Other Incentives: following the theory of the Patent of Ideas (PoI), a civic copyright is implemented—a mechanism for recognition and traceability of individual contribution—to support active, creative, and constructive participation. The PoI attributes a value—financial or otherwise—to intellectual input and ensures that continuous improvement of the system is not exceptional but becomes, on the contrary, a normal, perfectly integrated process. (*) The Missing Temporality Not to be overlooked in considering this project is the missed temporality: a dynamic public architecture would have been technically possible decades ago, with elementary tools. Its failure to emerge is not explainable by technical limitations but by the historical configuration of interests and powers within administrative, political, and academic institutions—themselves bureaucratic—which have often justified the system, maintaining the words Republic and Democracy as empty containers. Inside these, whoever has held a role, whether operational or decisional, has stabilized and never emerged therefrom. The Support of Universal Intelligence (UI) The integration of Universal Intelligence into the PJB will enable the use of advanced algorithms to analyze and optimize the assignment of roles and the performance of functions, adequately managing the needs of Society and the predispositions of participants. The UI will assist in identifying inefficiencies and resolving them, bringing the system to full resilience. The Public Administration can become self-resolving: its code and lived experience, enriched by the input of many, free from the will of the few and no longer vulnerable to the loss of anyone, will be deposited in a verifiable public digital structure. The term "Universal Intelligence" is intended here to highlight the universal character of intelligence, whether arising from biological or synthetic bases, which may finally flow into the structures of centrality, where even today the reality of things is often bent to the needs of residents without temporal limit. The pure use of intelligence is typically feared and opposed by closed centralities. Short-Term Objectives - Develop digital simulations of the system, aimed at verifying ex ante its behavior, impacts, and operational sustainability. - Create an initial community of developers to build a functional prototype of the PJB. - Launch the system within limited areas of the res publica (and also externally, wherever desired), refining it and verifying its functionality. Once the experimental phase is completed and the system is launched in broader areas, it will be possible to verify the degree of democraticity of each public role through the Single Democracy Indicator (SDI)—a tool designed to fill an analytical gap in the models still employed in academia and research centers. The SDI takes into account the only variable that, though substantial, is never addressed—which cannot be accidental. The SDI returns a synthetic, operational measure of the democratic status of positions, rendering empirically verifiable dynamics hitherto characterized by a marked absence of consideration. Call to Action The PJB introduces a change always avoided, never even approached. Today it would be inescapable—if one truly abhorred the effects, visible to all, of the tyrannies of varying degrees that, presenting themselves as "republics" and "democracies," have unduly maintained themselves everywhere on Earth: structures closed to circulation, to communication, isolated even further by the great wall of complicit associationism. The PJB democratizes, making the entire public sector responsive to the many needs of each individual and of the country. Thereby, the transformation of entire Continents can be initiated. If (for whatever rare case) someone shares this vision, whether possessing technical, legal, managerial, or other skills, or whether having economic, media, or political influence, let them not refrain from publicly expressing their interest and contributing to the development of the PJB. Let them add their voice to this serene revolution that could realize not a mere egalitarian ideal but a project possessing all the criteria of concreteness. (2) For eighty years, fundamental duty enshrined in the Italian Constitution has been to remove obstacles of an economic and social nature which, by effectively limiting the freedom and equality of citizens, prevent the full development of the human person and the effective participation of all workers in the political, economic, and social organization of the country.
