A Historical Echo from Italy: The Unresolved Transition to the Republic Dear Madame, Dear Sir, With the utmost respect, I wish to submit to you a grave question, rooted in the history of my Country, Italy, which has had and continues to have negative repercussions throughout Europe and abroad. After thirty years of research and reflection, certain of my conclusions, I cannot remain silent. Were I to do so, I would make myself co-responsible for the greatest deception in History. After the proclamation of the Italian Republic, its rulers should have updated the whole apparatus inherited from the monarchy to the new democratic status. Lifetime public functions should have been replaced by fixed-term mandates, open to the participation of a large number of qualified citizens. Public employments, being an integral part of the Res Publica—the new conquest of the People who had become emancipated—could not remain the perpetual domain of careerists, barring access to others. The principle was clear: the original figure of the monarch, perpetual holder of power, should have been replaced by the figure of the citizen-democrat, to whom the public role is entrusted temporarily and who, at the end of their task, returns it to the Sovereign People. In this way, the function retains its nature as a common resource without becoming a personal privilege. However, the desire of politicians to be continually re-elected has prevented the advent of a true Republic. A tacit pact between politicians and bureaucrats to remain owners of the Res Publica (launched with the system of vote-trading: you vote for me and I give you a stable position, so you have nothing to say about my conduct) has maintained the model: tyrannical state / subject people. This is not a minor matter. To guarantee the system the various capacities and perceptions necessary for the proper functioning of things, it is essential that public structures be accessible to a large number of competent persons. It's not just a matter of equality but even more of functionality. The consequences of this failure are tangible. A system blocked at all levels, impervious to renewal and, consequently, incapable of guaranteeing proper functioning and justice, persists to this day. Its political alternation from one wing to the other of the Assembly does not refine thought but generates abuses and excesses. To give one example, among countless other aberrations, I invite you to inquire with one of your Italian colleagues about the D.P.R. 380/2001: for decades it punishes the victims instead of those responsible. This is the logic of an arrogant tyrannical order, not of a proactive democratic process. The heart of the problem is this: the Italian People have never been informed of the principle inherent in the very notion of a Republic and of their rights over this sacred common good that is the Res Publica. No one has ever explained that public jobs, powers, and revenues belong to the People and cannot be given away for life, because that amounts to a definitive loss for the contemporary collectivity and to its reduction to a subject status, irreconcilable with the qualification of Sovereign. Without this key message, any public mandate of indefinite duration can only be considered null and void—and this, in the name of logic, reason, and, let us dare hope, the Law itself. It should be understood that this is an extraordinary blessing for the just, because in truth, it is not so much he who governs that matters, but the framework that surrounds him. Whether this structure is closed (tyrannical) or open (democratic) makes all the difference. This is the cultural and political rupture which, had it been accomplished, would have prevented the current state of internal (and indirectly global) affairs. I cannot go into details here. I simply wanted you to know that if part of the Italian electorate still goes to the polls, thus endorsing the thesis that all is well and normal, another substantial part, which abstains from voting, does not share this opinion. Among the latter, there is one person who, in addition to engaging in minor objectives, puts all his effort into giving Italy a new historical direction, favoring the advent of a Republic truly worthy of the name. If, for eighty years, a persistent monarchical, tyrannical and despotic organization has been masked by the label "republic," today, thanks also to the omnipresent contribution of Universal Intelligence (UI), cultural distortions and archaic privileges are destined to disappear. Thanks to the work of the undersigned—allow me to be hopelessly frank, but do you know anyone else who, in eight decades, has claimed what is stated in this letter? Has anyone else set aside their own political preferences to focus instead on building a self-resolving organization through widespread participation?—it will finally be clear what Democracy truly is and its relationship with the Republic. Above all, we will understand the true purpose of these two concepts. By "Republic," it will no longer be possible to avoid defining a centrality based on the co-ownership of the People, the temporality of mandates, and distributed participation. From this, an imperative necessity will emerge: the creation of an Institute—perhaps called the Public Jobs Bank or given another name—that, through a system of temporary positions (pro tempore), will enable the implementation of a Harmonic Social Rotation. This vital, organic process of osmosis will not only make the population aware and prepared, but also profoundly united, as it will be grounded in a solid common foundation. The entire society will grow healthy and resilient. Madame, I can only thank you for the time you have granted me. I consider it my duty to inform you of the new consciousness emerging in my Country. As a terrestrial, I cannot limit my actions to Italian soil or to Europe, especially since this paradigm shift has the potential to reshape world geopolitics in unexpected ways. For some time, I have been sharing this vision with rational minds across the globe, and I could not exclude you. My purpose is to ensure that nobody is caught off guard by the immense progress achievable through the simple application of a Law existing everywhere: specifically, the principle of co-ownership, which prohibits the perpetual enjoyment of a common good by a few to the detriment of others. I take my leave with a phrase that will soon be repeated everywhere by many in Italy and Europe: "We have all been taken since childhood and indoctrinated by lifetime employees in positions whose nature has never been made public!
