The Misunderstood Democracy: An Open Question for European Leaders What Democracy Really Entails? An eighty-year deception is about to fall. Dear Madame, Dear Sir, Allow me to offer you my most cordial greetings. I am writing to present to you a situation that is happily unfolding. Allow me to start from the beginning. Everywhere—in Europe or Asia, in Africa or America, in Oceania or even at the Poles—when asked “What is a democracy?”, one invariably receives the same answer: “A democracy is a system of government.” Yet this meaning, though universally accepted, is fundamentally flawed. A complete and accurate understanding of the term should have been restored and developed at least eighty years ago, when certain regimes collapsed and as many “democracies” came into being. However, those occupying the various centers of power, in order to remain there indefinitely, have deliberately preserved a misleading and reductive historical definition, even though this did not prevent the persistence of evident tyrannical and despotic features inherent in such a mistaken interpretation. With the grave consequences visible to all. Since minorities still deceive peoples for their own interests, since the deception persists, let us immediately test the validity of this thesis by reformulating Democracy and Republic on rigorous logical and rational foundations. We cannot fail to render this service both to these two fundamental concepts of collective life—before they are reabsorbed by History—and to the Societies that sustain our lives. We may define Democracy as that societal order in which the People rise as Sovereign and establish a Republic: a rich national co-ownership composed of codes, bodies and institutions, goods, properties and resources, employments, powers and incomes. A shared cultural, economic, and experiential endowment, to be cared for in solidarity and enjoyed in equality. Access to this common good may occur simultaneously where appropriate (as in a public garden), or through a regular succession pro tempore, as required for public offices, powers, and roles. In this way the community can maintain full sovereignty over the common good. Under tyranny the People are excluded from the centrality and subjected to the few who hold it permanently. In Democracy, on the contrary, citizens may access the core of the social organism (the Republic itself) through an institution, here termed the Public Jobs Bank, which periodically redistributes functions according to competence, suitability, personal preparation, and the needs of the Country. In this way anyone may contribute to the Republic and become builder of their own destiny. Society, enriched by all, gains breadth of vision and capability, thus becoming able to seize opportunities and overcome obstacles. In summary: real Democracy exists only if the People enjoy a true Republic. That is, if there exists an institution through which anyone may register and apply to contribute to the Public Thing, allowing the regular renewal of those who administer it. In the absence of such an institution, both “democracy” and “republic”—even when proclaimed and displayed—remain fictitious: confused, intermediate, spurious forms preserved by those who, benefiting from privileges inherited from the past, refuse to relinquish them and use every means to keep the People unaware, passive, and subordinate. And thus the crucial awareness can never arise: what matters is not so much who governs, but who stands around those who govern. Present-day “democracies” are in fact largely incomplete. The evidence suggests that the People are victims of a blocked evolution not because of their own irrationalities, but because of the determination of a few to remain permanently in power. For this reason the world continues to manifest itself as if still trapped in a past that was hoped to be overcome. The concentration of central roles—public employment, powers, and offices—in the hands of a few suffocates freedom, kills opportunities, and corrupts the common good. This is the awareness that is peacefully spreading so that each Country may reform itself. And today a powerful technological contribution has joined those who pursue justice. Professional intelligence no longer resides only in human actors, inevitably involved, but also in objective digital systems. With great speed anyone may receive critical evaluations from their Synthetic Assistants on what has been conceived and developed over thirty years by a single free Laboratory (external to the system and therefore exempt from its distortions and omissions), and compare it with the immense material produced over eighty years by the most prestigious academies and research centers. Republic and Democracy have been declined in every flavor and fragrance—except in their proper and rightful direction. It is difficult to believe that such a lacuna is accidental. Be that as it may, today anyone can recover decades of work in just a few minutes. Concepts such as Harmonic Social Rotation, the Single Indicator of Democracy, Metamorphic Socio-Synthesis, the Patchwork Model, the Republic of Fulfilled Meaning, and the initial drafts of the Public Jobs Bank project will no longer remain ignored but will instead be put to use. Infusing great joy into a humanity long without a project. If therefore your Assistants were to provide you with a positive assessment, take part in this serene future from its very beginning. It will not be long before the words Democracy and Republic—long left as opaque and empty containers—become radiant concepts and concretely meaningful realities.
