3) The Market regularly inform the citizenship regarding the new proposals available, in a way that citizens can examine them and vote those that prefer.
4) Those proposals that will receive a sufficient established number of consensuses will be lead to the examen of the traditional authorities of Government for a promulgation or reject.

5) The proposals that will be finally ratified by the Government will supply their ideators with an adequate sum of money, granted by the State for a tangible reward for their positive contribution.
